A tower for storage.
added a new tower to balmora near the stilt strider, for storage. nothing fancy, just simple and to the point. a new scroll 'curses on you' in the Hlaalu Council Manor to explain the reason for the tower.
second part will be done within the week.tried to keep it as natural looking as possible.
