This utility allows you to easily make non-EU countries part of the EEC, therefore removing the need to obtain a work permit for foreigners. Extremely useful for bringing in talented South Americans who wouldn't normally qualify for a Work Permit. Also, allows you to drop foreigners without being stuck with a player who has no work permit !!
